A building permit IS required for the construction of ALL decks, irrespective of size.
This includes all decks that are attached to a building such as a house or swimming pool, but also includes detached (free standing) decks that form part of the amenity to the building.
Timber slats laid directly on a surface (such as concrete or soil) are generally not considered a deck because no supportive structure is in place.
There can be some complexity when defining what a deck is and therefore if a building permit is required.
