Heritage Advisory Service

Council has a free Heritage Advisory Service for properties within an existing or proposed heritage overlay. 

To find out whether your property has a heritage overlay, please visit the Victorian State Government's Planning Maps page Vicplan (mapshare.vic.gov.au).

If you own a heritage property, looking or buy, or renovate, we encourage you to speak with Council’s Heritage Advisor. Council’s heritage advisor can provide you with information on the property's history and how to maintain its heritage. They can also provide advise on any proposed renovations or alterations.

Heritage Advisory Commitee

Council's Heritage Advisory Committee provides support and advice about cultural heritage matters throughout the Shire. The Committee includes representatives from local historical societies and groups, community members, Councillors and Council staff including Council’s Heritage Advisor.

Meeting schedule  

Meetings are held on the second Wednesday every two months from 10am to 12pm in person at various locations throughout the Shire. 

Meetings are set for the following dates in 2025.

Want to join Council’s Heritage Advisory Committee?  

Council is seeking expressions of interest for two community members with a keen interest in heritage to provide advice and support to Council on cultural heritage matters within our Shire to join Council’s Heritage Advisory Committee.    

Council encourages applications from people with a connection to the Shire who are passionate about heritage. 

Expressions of interest will be open from Monday 9 December 2024 to Monday 20 January 2025. 

Selection process 

Council will select two community members through an open expression of interest process.  

The following criteria shall apply for the selection of members: 

  • Skills and other attributes of the applicant 

  • Qualifications of the applicant 

  • The level of experience and interest in the work of the Committee 

  • A broad distribution of applicants, in terms of the geographic and physical location within municipality 

  • Broad representation of applicants that reflect the diversity of Moorabool. 

Council encourages all applicants to thoroughly read the Terms of Reference (TOR) for the committee and review the meeting schedule above prior to applying.

To apply you will need to complete the online form. The form will take approximately 5-10 minutes to complete. You will need to provide three short statements on why you're interested in joining the Committee, any related qualifications and any previous experience working as part of a committee.

Victorian Goldfields World Heritage Bid

Moorabool Shire Council along with 14 other local councils, led by the Cities of Ballarat and Greater Bendigo, have partnered to progress a joint bid to secure the UNSECO World Heritage Listing of the Victorian Goldfields. These Goldfields are one of the largest and best surviving landscapes in the world that showcases the worldwide gold rush phenomenon of the nineteenth century. 

The project aims to recognise, celebrate, and present the history of the Victorian Goldfields. This will be achieved by creating a listing of multiple sites throughout the Victorian Goldfields Region that represent the significant values related to the Victorian gold rush. 

A UNESCO World Heritage Listing has the potential to bring economic diversification, jobs, investment and tourism, and raise the socio-economic outlook and livability for cities, towns and communities across the region.

Moorabool Historical Societies

Moorabool is home to many fascinating Historical Societies running throughout the Shire. 

Heritage Strategy

The Moorabool Shire Heritage Strategy 2024-2028 was adopted by Council in September 2024. The Strategy was prepared by Council officers with input from the community, internal Council departments, historical societies and Registered Aboriginal Parties. The Strategy will be evaluated for progress in its final year, and to inform the preparation of the next strategy, in line with current best practice for municipal heritage strategies to be reviewed every four years.

Heritage Studies

Heritage Studies

To recognise the places of cultural and historical significance in the Shire, Council has commissioned the following Studies to identify individual heritage places and heritage precincts.

In 2021, Plan Heritage undertook a final and up to date review of the West Moorabool Heritage Study 2A (D. Rowe & W. Jacobs, 2016). The West Moorabool Heritage Study 2A Review (May 2021, Plan Heritage) was adopted by Council in December 2023 and supersedes Stage 2 Volumes 1, 3, 4 and 5 of the 2016 study. Volume 2 of the 2016 study contains a thematic history of West Moorabool and supports the 2021 review.

Amendment C85: West Moorabool Heritage Study

In December 2023 Council adopted the West Moorabool Heritage Study Stage 2A Review. This amendment will introduce the heritage overlay to 106 individual properties and 7 heritage precincts in Ballan, Blackwood, Bungaree, Gordon, Lal Lal, Millbrook, Mount Egerton, and Wallace. Once authorisation from the Department of Transport and Planning is received, Council will exhibit the amendment.
