Amendment C103 - Hopetoun Park North

Council has prepared Amendment C103moor to the Moorabool Planning Scheme at the request of EMM Consulting, on behalf of Bacchus Marsh Property Group.  

The amendment is required to facilitate a master-planned residential development of approximately 62 hectares of land. The land is identified for residential development at Clause 11.01-1L-02 of the Moorabool Planning Scheme. 

The planned residential development would consist of approximately 400 dwellings on minimum size lots between 800m2 and 1500m2, active open space, community facilities, a local retail centre, local parks and shared trails.  

The amendment proposes to: 

  • Rezone the subject land from Farming Zone (FZ) to Neighbourhood Residential Zone Schedule 8 (NRZ8); 

  • Apply the Development Plan Overlay Schedule 7 (DPO7) to the subject land;  

  • Apply the Design and Development Overlay Schedule 17 (DDO17) to the subject land;  

  • Apply the Environmental Significance Overlay Schedule 7 (ESO7) to remnant native vegetation on the subject land;  

  • Remove the Design and Development Overlay Schedule 2 (DDO2) and Significant Landscape Overlay Schedule 1 (SLO1) from the subject land.

The Amendment was on public exhibition from 21 March to 4 May 2025 and 32 submissions receivedAt the Ordinary Meeting of Council on 2 July 2025, Council resolved to request the Minister for Planning appoint an Independent Planning Panel to consider the amendment and all submissions received.

A Planning Panel Hearing was held from 29 September to 3 October 2025 where submissions to the Amendment C103 Hopetoun Park North were heard.   

The report of the independent Planning Panel appointed to consider the amendment and submissions has now been released.

Council will consider the findings of the Panel at an upcoming Council meeting. Council’s position on the Panel’s recommendations and next steps for the amendment will be determined through a resolution at the Council meeting. We will write to all submitters once the Council meeting date is confirmed when submitters will have an opportunity to request to address the meeting.
