Amendment C103 - Hopetoun Park North

Council prepared Amendment C103moor to the Moorabool Planning Scheme at the request of EMM Consulting, on behalf of Bacchus Marsh Property Group.  

The amendment was required to facilitate a master-planned residential development of approximately 62 hectares of land. The land is identified for residential development at Clause 11.01-1L-02 of the Moorabool Planning Scheme. 

The planned residential development will consist of approximately 400 dwellings on minimum size lots between 800m2 and 1500m2, active open space, community facilities, a local retail centre, local parks and shared trails.  

The amendment: 

  • Rezones the subject land from Farming Zone (FZ) to Neighbourhood Residential Zone Schedule 8 (NRZ8); 

  • Applys the Development Plan Overlay Schedule 7 (DPO7) to the subject land;  

  • Applys the Design and Development Overlay Schedule 17 (DDO17) to the subject land;  

  • Applys the Environmental Significance Overlay Schedule 7 (ESO7) to remnant native vegetation on the subject land;  

  • Removes the Design and Development Overlay Schedule 2 (DDO2) and Significant Landscape Overlay Schedule 1 (SLO1) from the subject land. 

Timeline

2021 - EMM Consulting, on behalf of Bacchus Marsh Property Group request a planning scheme amendment

February 2024 - At the Ordinary Meeting of Council, it was resolved to seek authorisation from the Minister for Planning to prepare and exhibit Amendment C103moor

November 2024 - The Minister for Planning authorised Amendment C103moor

21 March to 4 May 2025 - The Amendment was exhibited and 32 submissions were received.

July 2025 - At the Ordinary Meeting of Council, it was resolved to request the Minister for Planning appoint an independent Planning Panel to consider the submissions received.

29 September to 3 October 2025 - The Planning Panel Hearing was held where submissions to Amendment C103moor were heard.   

November 2025 - The Planning Panel’s report was released Moorabool-C103moor-Corrections-Report.pdf(PDF, 4MB)

March 2026 - At the Ordinary Meeting of Council, it was resolved to adopt the Amendment and submit it to the Minister for Planning for approval.
